Goals In this course it is aimed the students to gain the concepts of land and natural resources, public land administration institutions, institutional land governance, analysis of causes and results of organizational structure change from land administrations, comparative analysis of the model chosen from the theoretical and historically selected countries and Türkiye model.
Course Content Concepts of soil, land and natural resources, conceptual, legal and institutional development of land ownership and tenure system, land and natural resources approach in economic systems, approach to land resources in economics schools, land resources supply and its characteristics, land demand and its characteristics, allocation of land for different uses and its economic analysis, economics of land ownership and use: land values, housing market, policymakers in land use and analysis of economic, natural (environmental), social, and legal factors affecting the land market, basic concepts regarding environment, ecology and land resources, economic aspects and effects of environmental protection and sustainable land resources management policies, economic, social and environmental analyzes of land demand and land use types: characteristics and development of rural and urban land market, definition and identification of institutions in charge of land management, their duties, and jurisdictions, broader land management environment in which multiple public entities operate, civil and professional organizations, interactions of various regulatory activities between non-governmental agents and public-non governmental organizations, public sector reforms, budgetary constraints and the role of (geographical) information and communication technologies (ICTs) in land management including mobile technologies and social media, public land management institutions, corporate land governance, the analysis of the causes and consequences of organizational structure change in land administration, the comparative analysis of the models applied from the selected countries in aspects of historical and theoretical development of land administration in Türkiye, analysis of the legal foundations within the framework of the Constitution, Civil Code, Cadastre Law and other regulations and comparative analysis of its administrative structure, determining the legal and institutional problems encountered in practice and discussing the solutions.
Learning Outcomes 1) Students gain the concepts of land and natural resources.
2) Examines the analysis of the causes and consequences of organizational structure change from land administration.
3) Makes a comparative analysis of selected countries and the Turkish model in theoretical and historical terms.
