Goals This course will introduce the function of government in cyber space and the definition of e-government. The course consists of the definition of e-government, the criteria of processing e-governmentality, the advantages of e-government and its impact on countries and future e-government projects. Successful e-government projects in the world and Turkey will be discussed.
Course Content E-Government: Definition and properties, Scope and Rationale of E-Government, E-Government Applications in Turkey
Learning Outcomes 1) E-devlet kavramını, aşamalarını tanımlayarak geleneksel devlet anlayışından farklarını belirtebilmek.
2) Bilgi ve iletişim teknolojilerindeki hızlı gelişimin bir sonucu olarak kamu hizmetlerinin elektronik ortamda sunulmasına ilişkin teori ve uygulamaları tanımak.
3) E-devlet kapsamında geliştirilen uygulama ve projeler konusunda fikir sahibi olabilmek.
4) Yönetsel ve işleyişsel sorunların giderilmesine dair yeni çağdaş yaklaşımlar ve bilgi iletişim teknolojilerinin kullanımına dair bilinç kazandırmaktır.
