About Program

In our country the total number of the penal enforcement institutions is 372 and the probation directorates is 139. The number of employees serving in various positions at those institutions is 51.840. The majority of those employees consist of prison staff namely enforcement security officers and chief enforcement security officers. At present 41753 persons are employed in Turkish penal institutions as such prison staff. Until 2020 the construction of 208 new prisons is planned and when those institutions are opened approximately 40.000 new prison staff will be needed. Notwithstanding when the ministerial bill on Perimeter Prison Security Services is accepted by the parliament then the peripheral prison services which are at present given by General Command of Gendarmarie will be transferred to the Ministry of Justice then there will a need for perimeter prison security staff parallel in number to recently serving Gendarmarie forces. When data of 2016 are taken into account it is realized that approximately 112000 employees are needed for that job.

Goals

Main prison staff namely the enforcement security officers are professionals employed in penal institutions (prisons and detention houses) and juvenile institutions (education center for children) juvenile educational houses) serving to suffice for prisoners and detainees various needs (such as security, sheltering, health, education etc.) who are hold in these institutions and therefore act an important role in rehabilitation resocialization of the convicts and detainees. In addition to that they also are employed as probation officers in probation directorates and serve in investigation an inspection of convicts. Today both by penal institutions and probation directorates employment of qualified staff is needed. It is the aim of this program to educate individuals with the requisite qualified workforce.

Summary of Program Outcomes

Qualifications Relating To Enforcment and Security Services Program: To develop personal characteristics of a professional who has acquired a konwledge on the basic principles of Turkish Constitution regarding penal enforcement and the law and regulations regarding Turkish Penal Enforcement System and its practice. Has the necessary knowledge on Turkish Penal and Justice System and its functioning. Has knowledge on the duties and responsibilities of government officers and on vocational ethics. Can recognise national judicial informatics system and use the other software used in penal institutions. Has a knowledge of correspondence rules. Has a knowledge on prison security and the use of various materials and equipment existing in penal institutions for ensuring security. Knows rules and procedures regarding relations with prisoners and detainees.
