In this program, the phenomenon of state is handled in a wide range of administrative processes ranging from planning to auditing, from organization to personnel administration, from coordination to budgeting, and the courses are designed in this context. In this context, the Establishment of State Administration, Principles and Processes of Administration and Territorial Government are presented as compulsory courses. Apart from the compulsory courses, a total of 17 elective courses are offered which  gives candidates a wide range of choice. Elective courses have been determined by considering the working areas and interests of senior executives and have been created in an interdisciplinary context with the influence of public administration and other closely related disciplines. At this point, in addition to basic issues such as strategic management, personnel administration, public policies and the territorial organization of the state, attention was paid to ensure that the program offers an interdisciplinary nature, drawing on areas such as disaster, migration, security, public finance and law. In the formation of this quality, a rich program has been tried to be created by getting support from different departments, faculties and universities.

The main purpose of the program, whose target audience is district governors, civil administrators and senior executives, is to contribute to the expertise of these public personnel by increasing their academic competencies in their professional fields. The program aims to develop capacity of students to access knowledge; evaluate and interpret knowledge. Another important aspect of the program is that it gives importance to the practical knowledge. At this point, the protocol administration course, which is planned to be an applied one, has a special importance.

This program makes students to possess knowledges about theory and practice in the field of Public Administration. This program makes students to possess ability of develop and deepen actual informations at an expert level. Also they obtain capacity of accessibility original descriptions. This program makes students to pursues a research independently that requires expertise in the field. This program makes students to contribute solutions of social, scientific, cultural, and ethical issues at national and international levels. This program contributes student's ability to critically examine social relations and norms that guides these relations.

Turkish
